One can only hope that Bos did not grab and throw the Yellow Jersey into to barrier, but from this angle it does look like he did.
And if he did, he should get a massive suspension.
But there are always two sides to every story.

For the record, Bos aggressively denies any wrong doing. He has stated that he was being pushed into the barriers and was trying to squeeze some room when his front wheel hit to leg of the barrier and caused him to swing into it.
